FOI 30212 Issue of warning letter BOR162

Dear (Warrior)
Freedom of Information request (our ref. 30212):
........................................ a warning letter headed ‘UK Border Agency,
Yorkshire & Humber Region’, which prompted your request.  I understand that the letter is not a formal Border Force Warning Letter (a ‘BOR 162’) but is a letter devised and issued
by Border Force staff at Hull. The purpose of this letter was to warn travellers of the
dangers of importing excise goods for a commercial purpose. Border Force staff at Hull no longer issue this warning letter and now only issue the BOR 162 letter.
Subject of request
1. ….......... submitted a Freedom of Information (FOI) request for
the following information:
    ‘concerning interviews carried out by UKBA/UKBF concerning the import of excise
  goods from the EU for personal use.
  1.At what stage during interview ,regarding excise goods, should a warning letter be
  issued ?
  2.why would a warning letter be issued to a traveller carrying excise goods for their
  own personal use ?
  3.should an interview  and a commerciality statement be read, by ukbf, to establish
  whether excise goods are for own use before issuing a warning letter.?’
The response by IMS
At what stage during interview, regarding excise goods, should a warning
  letter be issued?  
  Answer: A warning letter (official reference BOR 162) is issued when goods are
  seized. 
Why would a warning letter be issued to a traveller carrying excise goods for
  their own personnel use? 
  Answer: A warning letter (official reference BOR 162) should not be issued to a
  traveller carrying excise goods for their own personal use.  
Should an interview and a commerciality statement be read, by UKBF, to
  establish whether excise goods are for own use before issuing a warning
  letter? 
  Answer: Yes. A warning letter (official reference BOR 162)  will only be issued if the
  goods are seized.

I don't think there is a copy of a BOR162 on the forum and I can't find one on the net. Can anybody post one in this thread please.
