tobacco seized dover

Hi all,
i am writing this for my friend, he did a coach day trip to belgium friday, on return to dover the coach was pulled at customs, everyone had to get off coach and walk through to the customs area, he was spoken to by border force and had his tobacco seized. It was his very 1st trip on a new passport (never had passport before). He only  brought 3kg cutters choice, nothing else. 
The person he spoke to did not issue him with a seizure notice, is this legal?
he has kept his receipt for the tobacco,
he felt really intimidated.
can you please advise on what he should do to try and get his tobacco back

It's almost impossible to offer advice based on the info you have given eg did he admit to receiving payment for goods or taking money to buy goods for someone else?

There is no requirement to issue a seizure notice if the goods are seized in the presence of the owner

If you can post more details we can advise.

The person he spoke to did not issue him with a seizure notice, is this legal?


the only time i have known them not to issue a sezure notice/papaerwork is when  the passenger declines an interveiw and leaves their goods.   this happens a lot at dover.
