Hmmm 'reduce' not 'stop'...even HMRC know they are fighting a losing battle and I bet that '£2.4bn' is the Lowest Credible Figure they felt they could get away with without all the Antismoking nazis screaming 'There is NO increase in smuggling'. 

"I, uh, let her out the trunk...heard what, err, She snarled at THEM...."
